Here is the reason for the petition if you are interested:
On Thursday, March 25, 2021, less than one month before the competition was set to begin, the WVSSAC released its guidelines for the State Championship Swim Meet, announcing the meet would be a one-day timed finals event to take place on April 20, 2021, with the boys' session in the morning and the girls' session in the afternoon, despite having previously announced that the meet would be a two-day prelims/finals event to take place on April 20 and 21, 2021.
It is a well-accepted fact in this sport that the prelims/finals format promotes faster swimming and gives swimmers the chance to compete on a higher level; the timed finals format that has been created by the SSAC will rob these swimmers of the chance to compete in a peak atmosphere, resulting in slower swimming across the board and a poor representation of what our great state's swimmers are truly capable of. Beyond that, making it to the finals in a championship meet such as this is an unparalleled experience for these young athlete; it is a great honor and a major personal goal for so many swimmers in this state.
In a phone call with SSAC officials on March 29, 2021, they made it clear that they have no intention on changing this format to allow swimmers to compete in preliminaries on one day and finals on the next, repeatedly citing concerns of having to shut down the finals if someone tested positive after the first day, as well as concerns of possible additional exposure on a second day. During this phone call, SSAC officials discussed limitations to other sports, such as wrestling and track, and stated that the spread of COVID-19 was easier to contain for wrestling than swimming, because wrestlers only have contact with athletes within their weight class, while swimmers may swim multiple events alongside many different competitors. This flawed logic ignores the realities of the amount of contact between athletes and how the competitions take place, and unfairly punishes swimming.
It must be made clear that those of us asking for a change are in full support of COVID guidelines which serve to keep our athletes, spectators, coaches, and officials safe. However, in terms of the risk of COVID spread, swimming is the safest sport to participate in - our athletes have no physical contact with each other, are nearly 6 feet apart behind the starting blocks (and can wear masks up until it is time to step up), and compete in chlorinated water which kills the virus nearly instantly. Extra precautions, such as spectator limits and on-deck procedures, can further ensure safety of everyone involved. However, taking finals away from these athletes does not serve any purpose to prevent the spread of COVID, and allowing them to swim in finals would add little if any additional risk to the event.
Given that a change back to the prior format of prelims on one day and finals on the next is a non-starter for the SSAC, we are proposing a format which gives EACH SPORT - boys swimming and girls swimming - their own day for a championship competition, with both getting to compete in preliminaries in the morning and finals in the afternoon. To alleviate the number of races the top athletes are competing in within a single day, as well as reduce the number of swimmers during one of the sessions, our proposal is to do timed finals for relays, with relays competing during either the preliminary or finals session. As these are technically two different sports, it is only fair to give them each their "one day" and allow them to have finals, if one day is all we can have. If wrestlers can compete in multiple rounds in a day (with MAXIMUM physical contact) for their championship, then the swimmers should be permitted to swim in finals on the same day as their preliminaries for their championship. By giving the boys' teams and girls' teams separate days to compete, the SSAC can hold these meets as "one day" events to keep people safe, while still giving the athletes a chance to compete in the best possible competition format.
